Assessments & Insurance

RMV risk and recidivism assessments are not covered by insurance because they are legally mandated forensic evaluations rather than medically necessary treatments. These assessments determine license reinstatement eligibility following OUI/DUI cases and are treated as out-of-pocket administrative costs for legal purposes, not for healthcare. 

Key Reasons for Lack of Coverage:

  • Legal vs. Medical Purpose: Insurance covers services that treat illnesses (medical necessity). These assessments determine risk to public safety and compliance with Registry of Motor Vehicles (RMV) regulations, serving a legal, not therapeutic, purpose.

  • Administrative Mandate: They are court-ordered or RMV-mandated, which generally fall outside the scope of health insurance plans.

  • Required for Reinstatement: These evaluations are a requirement for license reinstatement after suspension, making them a cost of the offense rather than a covered health benefit. 

While the evaluations themselves are usually not covered, some providers may accept insurance for accompanying clinical services, though the specific assessment report usually requires private pay.
